Every citizen who has a valid passport and a valid visa can travel anywhere outside Pakistan but sometimes this freedom is restricted by the operation of Exit Control Ordinance 1981. Ministry of interior is authorised to maintain an exit control list and can put name, passport and CNIC of any person eligible on no-fly list or ECL by putting his name and blocking his details in ECL.
Ministry of interior do so by issuing a formal order giving reasons for doing so. The person who is required by the law enforcing agencies, authorities or courts and who are suspicious of escaping from Pakistan are included and written in those lists. The reasons could be crime, terrorist activities, national security for default above Rs 10 million required by courts, drug trafficking. Only in unusual circumstances where someone is involved in private disputes would be placed on this list. People outside Pakistan could also be placed in this list.
